1.Add equal amounts of jaggery and water to a pan.
2.Boil on a medium flame until it attains one-string consistency.
3.Add green cardamom powder and stir well.
4.Add atta, bajra flour, fennel seed, baking soda and baking powder to a mixing bowl.
5.Add melted ghee and rub it into the flour with your fingers.
6.Add water a little at a time and prepare a semi-soft dough.
7.Knead while making sure the dough holds shape.
8.Cover the dough and let it rest for 10 to 15 minutes.
9.Divide the dough into 3 equal portions. Roll each portion into a thick roti.
10.Cut the rotis into the desired shape for your khurma.
11.Heat oil in a pan on medium flame for deep frying. Make sure that the oil is not too hot.
12.Fry the khurma on medium-low heat until it turns golden brown.
13.Once done, remove from oil and place on a tissue paper to remove excess oil.
14.Add the syrup to the khurma and mix well.
15.Let the khurma cool before storing them away in an air tight container.
Filling and delicious bajra khurma can be served as a snack.
