1.In a mixing bowl, combine bajra flour, all-purpose flour and salt. Gradually add warm water to make a smooth dough. The dough should be firm but not stiff.
2.Cover the dough and let it rest for about 15 minutes.
3.In another bowl, mix cabbage, carrot, bell pepper and capsicum with 1 tsp salt and set aside for 5-10 minutes..
4.Squeeze the vegetables to remove any excess water.
5.Season the vegetables with onion, salt, soya sauce, garlic, green chilli and black pepper powder and mix well.
6.Divide the dough into small-sized balls. Roll out each ball into a thin circle using a rolling pin.
7.Place a spoonful of vegetable filling in the centre of each circle. Fold the edges of the circle to form a desired momo shape, pleating the edges and sealing them shut using water.
8.Repeat the process until all the dough and filling are used up.
9.Steam the momos in a steamer for about 10-15 minutes until the outer layer becomes translucent and shiny.
10.Once steamed, remove the momos from the steamer and serve with chutney.
